Govt urged to deliver justice

ITANAGAR, Aug 5: While supporting the proposed bandh call given by All Hrusso (Aka) Students’ Union (ARSU) of West Kameng district from 8th August 2011 within the Hrusso (Aka) and Sajolang (Miji) areas of East and West Kameng district in protest against failure of the authorities to give justice, the All Hrusso (Aka) Socio Culture Society (AHSCS), Sajolang (Miji) Elite Society (SES), the apex body of both the tribes has appealed  to the state Govt. to fulfill the demands which include immediate ban on publication of book by the GGL publication, legal action against the publication for spreading wrong information in the name of knowledge. They further said that GGL Publication should beg public apology for publishing wrong information.

In a memorandum to the CM, the Society appealed him to intervene and deliver justice. It threatened to launch phase wise democratic movement until the justice is delivered.

ITANAGAR, Aug 5: Passang Darge, Honio Tapo and Bolin Ch. Hazarika have been appointed as President, vice president and general secretary respectively of West Kameng District Unit of All India Central Para Military Forces Ex-Servicemen Welfare Association, State Committee, Arunachal Pradesh.

ACCYWA team visits landslide affected area

ITANAGAR, Aug 5: A team of All Capital Complex Youth Welfare Association (ACCYWA) today visited the various landslide affected areas of the Capital region and expressed grave concern over the problems faced by the people.

The roads in Itanagar, especially sector roads, were totally damaged to the prolonged rain in the last two months, the association said.

Welcoming the announcement to release fund for renovation of the capital roads, it appealed to the CM as well as PWD Minister to quickly deal with the deplorable conditions of the roads.

Further, the union urged, especially to the home department, for immediate installation Closed Circuit Television (CCTV) cameras at various place of Capital Complex from Banderdewa to Holongi. This will not only help the people at the time of emergencies like landslide, road accident but also very useful in maintaining and law & order problem, it added.

 

Road link snapped

ITANAGAR, Aug 5: Khosaso, Pakke-Kessang ASM in a letter to Deputy Commissioner, East Kameng District highlighting the grievances of public appealed for renovation of Pakke-Kessang road.

ASM informed that Seppa-Rilo-Sagalee-Yazali road between Seppa to Pakke-Kessang has been washed away by land slide and the department concerned is not doing any progress work in this regard.

 

Consultancy fees to be minimized

ITANAGAR, Aug 5: Arunachal Pradesh Colleges’ Forum in a release said that all private educational/career consulting agents from outside operating in capital region have agreed to reduce consultancy fees to Rs 5000.

It also appealed to the parent and students to cooperate with the forum to check fake consultant agent and urged the higher and technical education department to give proper guidance to those students who got admission in aboard private agents.

 

Landslide victims demand relief

ITANAGAR, Aug 5: Paktam Colony Welfare Committee claimed that due to heavy rainfall and bad drainage system the main road from “O” point Jullang road to Rinchang Nallah Jullang at Raktam colony and SPT residence of Nguri Tallum and others were damaged.

The committee appealed to the concerned authority to provide one more JCB to clear the landslide and also urged the state government to provide relief fund to the victims.

 

Govt. decision on bandh welcomed

ITANAGAR, Aug 5: All Capital Complex Citizen Tribal Right Forum (ACCCTRF) welcomed the State Govt’s decision to strictly deal with the bandh culture.

The Chief Minister said that the state Govt. will follow Supreme Court order while dealing with bandh call culture.

Supreme Court has banned bandh and has declared it illegal.

It also appreciated All Papum Pare District Students Union (APPDSU)’s statement that the district problems should not be brought to Capital Complex. Instead, it should be solved at their own respective district.

 

Review meeting on fisheries development

ITANAGAR, Aug 5: A two-day review meeting on Fisheries Development Programme is being organized  at Banquet Hall here on Aug 9 and 10.  Chief Minister Jarbom Gamlin would inaugurate the programme as chief guest while Home and R D Minister Takar Marde would attend it as guest of honour. A host of high-level Govt functionaries would also attend the programme.

People cautioned

ITANAGAR, Aug 5: The electrification of newly created Jami-Jate and Modirijo village near Lingalaya Mandir, Itanagar completed and ready for charging at any time on any day after August 16.

The Executive Engineer (E) Capital Electrical Division, Department of Power cautioned that no attempt should be made by anyone to climb the poles or touch the overhead conductors or any electrical equipment connected therewith directly or indirectly.

The department of power shall not be responsible in any way the consequences and losses thereof.

Nature’s fury wreak havoc in Capital region

NAHARLAGUN, Aug 5: Nature continued its fury affecting the Captial Complex and leaving a trail of devastation.

Wondering whether nature has decided to release all its fury on Arunachal, particularly the capital, local MLA Techi Kaso along with deputy commissioner Bokar Basar and engineers shuttled from one spot to another to take stock of the situation.

Kaso said the NH-52A was submerged at many places after heavy downpour Thursday night, snapping traffic movement, while rainwater washed away portions of the highway at numerous places, including Leki village, Konkar Nallah, A Sector (Naharlagun), Bage Tinali (Nirjuli), Shiv Mandir (near old DC office), near Akashdeep and Chandra Nagar (Itanagar) bringing vehicular traffic to a grinding halt.

The Papu Nallah-Yupia road is completely blocked, stranding dozens of vehicles, and the main water supply source of the township in Nyorch is damaged. Two suspension bridges that link Burum with Naharlagun heliport are seriously threatened and may collapse any time, he said, adding that a mosque near the heliport along with 15-20 OBT houses have been washed away, Borum-heliport road completely damaged and many culverts washed away including at Upper Police Colony here, he informed, adding water supply pipelines, electric poles and telecommunication lines have also been damaged. While the movement of IRBn personnel has been affected because of damage to the Chimpu-Jully-Itanagar road, road blockage has prevented the movement of ITBP personnel to their HQ in Tigdo. This could serve as a drag in tackling law and order problems, Kaso said, and asked the NH chief engineer to restore communication immediately for security reasons.

Expressing appreciation for Chief Minister Jarbom Gamlin’s announcement to release Rs 13-14 crore immediately for speedy restoration of roads, Kaso however said the amount would be meager considering the intensity of the devastation, and appealed to the government for at least Rs 70 crore to bring normalcy in Capital Complex.

The called upon all the residents to be on alert against natural calamities, and advised those living in unsafe areas, particularly along the river banks, to shift to safer places.

Nature is teaching lessons to everyone through its rage, the legislator said, adding that most of the problems are human activities such as blocking of drainages, random land cutting, dumping of sand and boulders whimsically and building houses in unsafe places.

“Don’t play with nature and environment if you want to live safely,” Kaso cautioned. “If we torture nature, we cannot escape its anger.”

 

CM takes stock of road link

ITANAGAR  Aug 5: Chief Minister Jarbom Gamlin took stock of the Banderdewa – Itanagar road which got disrupted since this morning following heavy downpour since last night. A portion of the road near Lekhi village was totally washed away by the gushing water resulting complete halt of the traffic movement.

The Chief Minister directed the concern engineers to immediately place their men and material to make the road through. However, by the time the CM had visited the spot, the work on restoration of the road was going on full swing. The road was expected to be opened for vehicular movement by late this evening. Gamlin was accompanied by his Principal Advisor Kiren Rijiju during the visit.

Meanwhile, the road link has been restored from Banderdewa side.

 

Border roads should primarily be treated as development projects: Governor

ITANAGAR, Aug 5: Roads to border areas should primarily be treated as development projects and benefits to defence forces are only supplementary, said Arunachal Pradesh Governor Gen JJ Singh, when   General Officer Commanding in Chief of Eastern Army Command, Lt Gen Bikram Singh called on the Governor Gen JJ Singh at Raj Bhavan here today. Governor asked the Army Commander to ensure early completion of the repair and maintenance works of Tawang-Tezpur road, while dwelling at length on the importance of roads especially in the border areas. The upgradation works on this all-important road, which links the world renowned District of Tawang with the nearest airport at Tezpur is being undertaken by the Border Road Organization.

The Governor and GOC-in-C also discussed the land requirement for the 1st Battalion of Arunachal Scouts, which was raised on 10th November 2010. Calling for early sanctioning of at least three additional battalions of Arunachal Scouts, Gen Singh said that in addition to employment avenues for the local youth, it will also help the army to harness the full potential, inborn skills and strong physical and mental abilities of North-East people, the basic qualities required in any army combatant.

Sharing his concern on the Law and Order problems in Tirap and Changlang districts with Lt Gen Singh, Governor asked the Army Commander to ensure early deployment of the sanctioned Brigade at Khonsa.

While referring to surrender of several misguided youths in the recent months, including the three cadres from NSCN (K) on August 4 last, Gen Singh asked the army to provide vocational training to them. Such initiative will help these youth stand on their feet and ultimately get absorbed back into the mainstream society, he pointed.

Commending the Eastern Army Command for their professionalism and proactive role in taking care of the strategic requirement of the Frontier State of Arunachal Pradesh, Governor emphasized taking up of more Operation Sadbhavana projects through out the State by the Army.

Lt Gen Bikram Singh assured the Governor that he would take up a case with Ministry of Defence for financing the land acquisition cost for company locations of Arunachal Scouts.

Addressing the Former Army Chief as a ‘Soldier-Statesman’, Lt Gen Bikram Singh expressed his hope that the State and the Army will continue to benefit from vast experience and administrative acumen of Governor Gen Singh.

The Army Commander also assured his best cooperation to be partners in the development process of the State and the Region.

Army officers call on CM

ITANAGAR  Aug 5:  Lt. General Vikram Singh, GOC-in-Chief, Eastern Army Command accompanied  by Lt. General Sakti Gurung, GOC 4 Corps and Brigadier J Gamlin, called on the state chief minister Jarbom Gamlin in his Niti Vihar Bunglow office this morning.  

During the 20 minutes long meeting, various issues pertaining to security, Arunachal Scouts, civic actions land acquisition for raising two Division of Army etc. were discussed.

Gamlin while insisting the Army to make good use of civic funds provided for development of border area, opined to include the village people and Panchayat members for success of the Samaritan. Army should also make use of the defence fund for repair and maintenance of strategic porter tracks,  foot suspension bridges and log bridges in the border area which is equally used both by the army as well as the local people, since State Government is facing resource crunch.  The helipads and other infrastructure built by the Army should also be allowed to be used by the civilians.

The Chief Minister while assuring all possible assistance from the state government’s end on land acquisition for Army said he has already issued directives to the concern Deputy Commissioners to expedite the process.

Gamlin extended his gratitude to the Army for realizing the Arunachal Scouts dream and hoped that more and more local youths could be recruited in Army, Airforce and Navy in the days to come. He requested the general to consider giving more emphasis on the local youths of the state in context to recruitment of Army personnel in the state.

General Singh on assuring to take up the request of the chief minister on priority said that Army had been doing various local area development programmes in the border areas. “We have been encouraging locals to take up horticulture, agriculture and dairy farm units so that the produce could be effectively marketed to huge army establishment located in the State itself”, the general informed. “We are ensuring that the people get more benefit due to the presence of Army” the General said.

General Singh further disclosed that creating ALGs in the interior outposts in order facilitate the Army and civil populace in the hour of communication crack down has already been initiated. He viewed that the state of Arunachal Pradesh has very tough terrains and the added heavy monsoon damages the surface communication creating havoc to the Army and the civilians. If ALGs are built in interior border blocks, at least a means of communication would be created. Gamlin agreeing with the General asked him to expedite the matter and assured to extend all possible help from the state’s end.

 

Sena plans for tiger protection force

ITANAGAR, Aug 5: Environment and Forest Miister Setong Sena stressed the need for preservation and protection of forest and wildlife which is interlinked with the tradition and socio- cultural life of tribal society.

Flora and fauna is integral part of tribal society and this co-existence is diminishing day by day, Sena said at a review meeting on various activities of forestry and wildlife, including APFC Ltd and problems being faced by the forest divisions during his maiden visit to Miao and Kharsang today. A thorough discussion was also held on the activities of Namdapha Tiger Project. He reminded that the world famous Namdapha National Park is pride of Arunachal Pradesh and the responsibility of protecting it also rest on its people.

He gave emphasis on creation of Tiger Protection Force for Namdapha Tiger Reserve and the issue was taken up by him with the Union Minister of State (E & F) at Delhi, he said.

The minister informed about the present global environmental scenario and its related issues, rules and regulations.

He appealed to the Lisu people who had encroached core area of Namdapha National Park to avail the packages given by the Govt. of India for their rehabilitation outside the Tiger Reserve.

He advised the Department of Environment and  Forests to convene a meeting with the PCCF and Principal Secretary (E & F), the PCCF (WL & BD) & CF and Field Director, Namdapha Tiger Reserve to discuss and formulate Projects on Eco-Tourism Schemes to give an alternative benefit to the fringe villages so as to protect the wildlife inside the National Park.

He further informed that there is a possibility of reviving Arunachal Pradesh Forest Corporation Limited (APFC Ltd). Tea and Rubber plantations can be taken up in Arunachal Pradesh successfully wherein APFC Ltd. can play as facilitator. He also visited Miao Mini Zoo, Wildlife Museum and the then DFO, Kamlang W/L Sanctuary Division office building.

During his visit to the museum and zoo, he expressed his happiness and suggested to have a good forest rest house at Miao with all facilities for preserving museum specimens.  Kamlung Mosang, MLA and chairman, APMDTC Ltd of Miao emphasized to increase eco-development activities like providing free distribution of medicines and CGI sheets to the fringe villages to win their heart to have support for protection of the Park. He emphasized to take up flood protection measures at Gandhigram to restore the cultivation land which will stop further migration of Lisu people to Protected Area.

B.S.Sajawam, IFS PCCF & Prin.Secy(E & F) expressed his happiness about the review meeting. He felt urgency for construction of Range Office and Frontline staff quarter at Gandhigram and advised to submit the proposal immediately for making fund available either from TFC or CAMPA during 2011-12.

During the maiden visit of  Setong Sena, Hon’ble Minister Power, Environment & Forests & Parliamentary Affairs to Miao and Kharsang on 3rd  & 4th  Aug/2011 was accompanied by B.S.Sajawan, IFS, PCCF & Principal Secretary(E &F), G.N.Sinha, IFS,Addl.PCCF & MD APFC Ltd, along with several other officers.

A Meeting was convened to review the various activities on Forestry and Wildlife including APFC Ltd and problems being faced by the Forest Divisions and a thorough discussion was also held on the activities of Namdapha Tiger Project.  

ZPM Chairperson Junpo Jugli, Yogesh, CCF, Tezu, R.S Prasanth,  CCF, Deomali, S.J.Jongsam, CF and Field Director, and Public Leaders of Changlang district were also present.

 

Govt not to compromise with territorial integrity: Marde  

CHANGLANG, Aug 5 : Home Minister Takar Marde reassured the people of Changlang and Tirap that the State Govt. under no circumstance would compromise with territorial intigrity of the two districts.

The Home Minister, who wound up his five-day extensive tour of Changlang district covering all the administrative circles and Pansau Pass, said that the State as well as Central Government are fully aware of the prevailing law and order situation of the two districts. All efforts would be made to bring back peace and normalcy to the region as his main focus of visit was to take stock of the ground realities and to adopt appropriate strategies to contain insurgency problem.

The HM said that there never existed any political party  in the name of Naga Peoples Party of Arunachal. We have nothing against the Naga brethren. We have the due respect and regards for the brothers and sisters of Nagaland. But any attempt to float such regional political party is unacceptable, he said.

He appealed to those divisive forces to refrain from such activities, advised not to mingle cultural affinity with other state at the cost of security and integrity of the state.

During the tour, memorandums were submitted demanding numerous developmental schemes. The minister assured to address the genuine grievances after consultation with local MLAs and ministers concerned.

Forest & Environment Minister Setong Sena, appreciated the bold steps taken up by the Home Minister to contain the vexed UG/Insurgency menace and the opportunities thrown for the unemployed youths of Changlang and Tirap district. He critically analyzed and said, the people of this two district lacking awareness in the field of education and other economic sustainable activities. He said that only five or six person have qualified in APCS and other allied service from this district so far whereas eleven persons from the Apatani community alone qualify in Combined Competitive Examination in a single year. He appealed parent to send their children to school to match with the present competitive world, he Said, during a meeting at Jairampur and Miao.  K. Mossang, MLA and Chairman, Mineral and Mining Development Cooperation, said the Home Minister’s visit to Changlang and Tirap would definitely yield positive result in improving security scenario.

In a similar meeting at Bordumsa and Diyun the Art & Culture, Handloom and Handicraft, Parliamentary Secretary CC Singpho, informed the Bordumsa and Diyun Assembly Constituency is the only General Assembly constituency of Arunachal Pradesh where ten different community with different language, religion and customs living happily by maintaining communal harmony and cooperation with each other.

While highlighting the educational problems, he  requested for up-gradation of present Diyun Secondary School to Higher Secondary to cater to the local needs considering growing number of students.

Opak Gao, Dy. Commissioner, Changlang, speaking on the occasion at Diyun, said the visit of Home Minister is vital for the State and National Level to make policies and programmers and also in tackling the administrative and other problems. The visit would serve as a strong moral booster for Govt. employee and inspire the people in general of Tirap and Changlang and instill and sense of security among people.

The Home, RD & PR Minister also inspected all the police stations and asked the police personnel to maintain discipline and shoulder their duties and responsibilities honestly. He also met the officers of Assam Rifle at Jairampur.

Resentment over erroneous publication

ITANAGAR, Aug 5: A delegation led by 6 Thrizino-Buragaon MLA Kumsi Sidisow called on Chief Minister Jarbom Gamlin at his office here this afternoon to register their strong protest over the erroneous publication wherein in Hursso (Aka) community have been described as Sulung (Puroik) in the Master’s Suggestion for Competitive Exams by one capital complex based GGL Group of Publication 2000.

The aggrieved delegation submitted a 3-point memorandum to the Chief Minister which included cancellation of GGL Group’s License, complete ban on selling of the said erroneous book, and immediate arrest of the Editorial Board members of the GGL Group. Acknowledging the huge damage done to the Hrusso (Aka) community, the Chief Minister assured to take immediate action against the publisher. As an immediate action, he directed the authority concerned to ensure early arrest of the member of the Editorial Board and sought an apology at Bomdila at a date convenient to the Hrusso (Aka) community. The Chief Minister also demanded immediate cancellation of GGL Group’s license.

Meanwhile, 6 Thrizino-Buragaon MLA Kumsi Sidisow has expressed gratitude to the Chief Minister for the prompt action taken in favour of the Aka (Hrusso) community which has been victimized for no fault of theirs. The youngest MLA also said that publisher should take optimum precaution when describing a community and should refrain from passing remarks to any tribe without fully knowing them.    

The delegation comprised of All Hrusso (Aka) Socio-Cultural Society, Sajolang (Miji) Elite Society, All Hrusso (Aka) Students Union and Aka-Miji Capital Complex Welfare Society.

On 2nd August last, the All Hrusso (Aka) Students Union and Sajolang Elite Society had jointly proposed a 48 hours bandh call on 8th August in Aka and Miji belt (Bhalukpong, Bana, Nafra, Buragaon, Thrizino, Jamiri).

 

USPA demands Central intervention in eviction drive

ITANAGAR, Aug 5: United Siang Progressive Alliance (USPA) has demanded the President of India, Supreme Court of India and the PMO to depute a high level team to take stock of the recent eviction drive conducted by the East Siang district administration in Pasighat town where hundreds of thousands of people were rendered homeless.

It alleged that the district magistrate and the DFO, in the name of eviction, meted out inhumane atrocities to the public besides inflicting grievous injuries to many protestors by lobbing tear gas and explosives, said USPA in a release.

Further, the act of imposing 144 CrPC for more than a week fearing security breach in such minor case amounts to violation of Constitutional rights of citizens, it said.

It alleged that some officers and influential persons have been spared from the eviction drive while the ordinary people, who were evicted, have not been provided shelter till date as per rule.

It further alleged that  Bulldozer operators were manhandled by the DM during eviction drive when they refused to destroy houses and the video clips of the incident were also seized from the media persons by the DM.

The FIR lodged against the accused officials at Pasighat Police station has not been registered  by the OC till today, USPA said.

Meanwhile, the Anti Eviction Drives meeting held yesterday at Pasighat ended with no resolution following disruption of the meeting by some anti-social elements, USPA claimed. However, the 20 Banggos attended in the meeting opposed the eviction drive accepting Bogong Banggo, it further claimed.

The Alliance further said that  the next anti-eviction drive meeting is likely to be held in different Banggos for preliminary discussion and the final resolution will be taken at ABK office at Doying Gumin Hall in presence of all Banggos of the Adi belt.

 

APEDA takes part in Delhi expo

ITANAGAR, Aug 5: The Arunachal Pradesh Energy Development Agency (APEDA) made a successful participation in the three-day govt achievement & scheme expo-2011, as part of the 7th Food & Technology Expo organized by the NNS, at the Pragati Maidan in New Delhi from July 29 to 31 last.

The 7th edition of the Expo that saw wide participation from various States across the country in which Arunachal Pradesh was represented by Talo Muri, the Information & Publicity Officer, APEDA.

During the Expo, APEDA showcased its achievement in different forms like pamphlets, booklets, slogans and documentary film to reach out to the visitors, coming in good numbers on all three days.

The 50-minute-long documentary film titled Gaon Gaon Bijli Ghar Ghar Prakash, separated in two halves, particularly caught the fancy of the bystanders.

Apart from this, the IPO said, the thousands of viewers were also moved by the catchy slogans of APEDA.

To have made APEDA’s participation in New Delhi Expo, T Muri extended his heart-felt thanks to the Union Ministry of New & Renewable Energy (MNRE) for supporting the State with its technical guidance.

He also mentioned highly of Ramakant Goswami, Minister of Labour, Govt of National Capital Territory of Delhi, who visited the APEDA stall on the concluding day of the Expo, had a word of praise or two for showcasing its achievements.

The IPO further added that APEDA received a rousing response during the Expo that saw more than two lakh visitors during the three-day extravaganza.

Last but not the least, he conveyed his hearty thanks to the DRC, Govt of AP, New Delhi, Keshang Murup Damo for extending all support to APEDA with man-power assistance in the Expo.

 

Training prog on Agri census

PASIGHAT, Aug 5: Training on Agricultural Census 2010 of East Siang was held at Pasighat in the DAO’s Office on August 3 last. ADOs and AFAs of 26 villages, who were selected randomly from five block of East Siang namely Pasighat, Ruksin, Mebo, Nari-Koyu and Pangin-Boleng blocks, were trained on the occasion.

Speaking on the occasion, Ojong Yomso, DAO stressed on the importance of the training. He exhorted all to take the training seriously and carry out their duties with sincerity and dedication. Factual and real dates and statistics should be fed, so that proper planning can be made, he said.

He informed that, Agricultural Census forms the part of a broader system of collection of the Agricultural Statistics. It is a large scale statistical operation for collection and derivation of ‘quanta Tim’ information about the structure of Agriculture in the country.

The main objectives of the Agricultural Census are, to describe agricultural structure and related characteristics of agriculture by providing statistical data on operational holdings including land utilization, live-stocks, agricultural machineries and implements, use of fertilizer etc, to provide benchmark data needed for formulating new agricultural development program and for evaluating their progresses, to provide basic frames of households and operational holdings for carrying out for future agricultural surveys and to lay the basis for developing on integrated program for current Agricultural Statistics. GHRO condemns assault on youth

ITANAGAR, Aug 5: While condemning the alleged assault on a youth by the jawans on patrolling duty at D sector near I G Park on Aug 2 last, the Global Human Rights Organization has appealed to the home minister to initiate a departmental enquiry into the incident and give exemplary punishment to the erring personnel.

One Hugnya Basar yesterday claimed that he was mercilessly beaten by jawans on patrolling duty on national highway near I G park, D sector on Aug 2 without any valid reason.

Terming the alleged brutal act of jawans as unfortunate and uncalled for,  the GHRO said it is a great injustice and violation of human rights. It appealed to the police department to look into the matter and take measures to  check indiscipline among the personnel. The Rights Organization further appealed to the state Govt to provide financial assistance to Basar for his medical treatment who  received head and face injuries.

Meanwhile, the GHRO lauded the prompt action of the Likabali police team headed by officer in charge T. Wage for arresting three alleged accused behind killing of one Md. Asor Ali, a taxi driver and urged upon the law enforcement authority to punish the culprits involved in heinous crime as per provision of law.

 

ABSU calls Pasighat bandh

ITANAGAR, Aug  5:  The All Bogong Students’ Union (ABSU), a premier student’s organization of Pasighat, has decided to call its 1st Phase of 24 hours Pasighat bandh on Aug 9 in support of its memorandum submitted to the office of state Chief Secretary on dated July 28.

The essential services like ambulance, milk van, pharmacies, para-military, press, magistrate on duty will be exempted from the ambit of the bandh call, the union said .

The union in its memorandum had requested the state government not to affect transfer of the present East Siang Deputy Commissioners and other officials involve in the eviction drive in Pasighat.  The union claimed that present DC is being transferred out of the district headquarter under political compulsion.

Shifting out of the DC in the midst of eviction drive will have an adverse impact in the mindset of law abiding citizen of Pasighat, encourage the land grabbers and derail the whole process,  said the union. Taking a dig at the local MLA  and Education Minister Bosiram Siram, the union said ‘it’s disheartening to note that in spite of our repeated submission and fully knowing the ground reality, his effort has been half hearted.

Meanwhile, the union claimed that people evicted on 1 phase of eviction drive in a meeting held at Pasigaht yesterday endorsed total eviction drive in the district headquarter irrespective of  any status,  and political affiliation. The government land should be used for general development, the union opined.

 

ASM reiterates demand

ITANAGAR, Aug 5: Anchal Samity member (ASM) of Komsing village in East Siang district has appealed to the Chief Minister to drop the Pangin-Boleng Assembly constituency MLA from the post of Deputy Speaker in order to facilitate proper and impartial enquiry into alleged involvement of the MLA  and his relatives in misappropriation of MLA LAD fund.

Referring to his earlier letter written to the Chief Minister on May 12 last, the ASM in a fresh petition to the CM resented that so far the authorities failed to take any action despite his request for constitution of a high power independent enquiry  committee for spot verification on the misuse of MLA fund.

ASM Tajing Taki in a memorandum to the CM on May 12 said that  out of Rs  20 lakh allocated  to water resource division, Pasighat during 2005-06, T T Enterprise has drawn Rs 12 lakh (approx) against construction of two MICs at Yemsing vilage. On the other hand, Donyi-Polo Enterprise had drawn Rs 4.45 lakh (approx) for construction of rural link road at Supsing and Lokpeng and again drawn Rs 18 lakh (approx) for construction of community road at Yambung during 2008-09. The ASM had questioned why both the firms are being made contractors for execution of MLALAD fund, how they have got staggering amount of Rs 34 lakh (approx) in two financial terms and why the people of concerned villages  were not involved in execution of works as contractors ?

 

Five days training on ‘pay roll sofware’ concludes successfully

ANINI, Aug 5: Dibang Valley District  is moving on to attain the status of e-district with constant support from the District Administration and NIC, Anini.

For this, a five days free training on “Pay Roll Software”  was successfully conducted at NIC here. The training was imparted to the employees dealing with account section of all the major deptt. of the district.

As a result of which, all the major departments are all set to implement the “Pay Roll Software” in their respective deptt. by next month. This will reduce the time for the whole process of bill preparation to one- fifth as compared to manual preparation.

Abu Tayeng, deputy commissioner participating in the concluding day of the five-day training expressed his satisfaction over the successful conduction of training programme.  He said, we have very dedicated team of computer experts in NIC and CIC  who have put their time and best efforts in a vision of transforming our district into e- district. I congratulate and appreciate all the trainees for attending and making the training a successful one, he said. Also, I pour my true appreciation upon the entire team of NIC led by the DIO for this tremendously good work.   

DIO Rajendra Prasad describing the training as successful one thanked the DC for his constant guidance and support in conduction of various Information Technology related programme. Traditional beliefs help wildlife conservation

In India, many religious and cultural beliefs have been associated with conservation of Wildlife. Contribution of Idu-Mishmi Tribe in wild life conservation was revealed to me during temporary stay in their locality for research and conservation project under the aegis of The Rufford Small Grants (London).

The people of Idu-Mishmi tribe are the inhabitant of Dibang Valley and Lower Dibang Valley districts, popularly called as the Mishmi Mountain of Arunachal Pradesh. The culture and myths of Idu-Mishmi tribe show compassion for wild life biodiversity. The information furnished in this present communication have been unfurled through discussion with about thirty youths and elders belonging to Idu-Mishmi tribe. It was noted that many mammalian animals are conserved by their rituals. The tribal communities in general are known for their hunting profession.

But, the Idu-Mishmi people are perhaps the most unique who generally keep them away from hunting of wild animals by traditional believe. Because, according to Igu Mrahba, there are some ritual restrictions for killing any wild animal including some mammals and birds. ‘Igu Mrahba’ (in Idu-Mishmi dialect) is the rules and rituals commissioned by the ancestors and first ever priest the “Naba sineroo”.

The restricted animals mainly include tiger, hoolock gibbon, dear, wild bear, monkey, and some birds. Among the other wild animals, tiger is most respectable to them and considered as their elder brother. Nobody kills tiger any way. Killing of tiger is a great sin to them. The impositions according to Igu Mrahba in killing the wild animals include restrictions in eating some delicious items like wild mushrooms and many, followed by other categories of family restriction for five nights.

The rule is same for the hunter and the other who eat the hunted animal. If someone inadvertently kill the tiger, he cannot go to his own home or the others house before the completion of “asho aangni” (restriction period) for five nights. During the time he should have to stay in jungle and have to cook his own food there. At first an ‘Igu’ (traditional priest) will go with the hunter to the spot where the tiger is laying dead, he will do “ama-tamama” (traditional rituals) there. If the news spread in the village, then all the villagers will follow the ‘aangni’ and there will be gathering in the hunter’s house. In that case, the entire villagers will also follow the restriction for 5 nights.

Hoolock gibbon is now-a-days considered as one of the threatened species. But in the described place, the species is available in large number. The availability of large size population of Hoolock gibbon in the region is may be due to the fact that the local Idu-Mishmi tribal people consider this species as one of the secret animals and they never kill this animal. In this way, the traditional believe of Idu-Mishmi tribe is helping the conservation of many wild animals especially the Tiger, Wild bear, Dear, Hoolok gibbon, and few birds in the wild in Dibang Valley and Lower Dibang Valley districts. The other people who do not belong to Idu-Mishmi tribe, remain indulged in killing the wild life from the area of the Idu-Mishmi tribe.

Hence, it is imperative that the local indigenous beliefs as the case described for Idu-Mishmi tribe are to be encouraged towards conservation of wild animals particularly the Hoolock gibbon in the said area, and strategic empowerment to the local inhabitants may be granted so that they protect the outsider from embossing in their locality with the intention of killing the wild life wealth, and thus, protection and conservation of wild life may be achieved.

My special concern is Mahseer fish conservation in Northeast India. It is my earnest thanks to The Rufford Foundation (London) who has granted my work in Northeast India. In my earlier article in this newspaper http://www.scienceandculture-isna.org/may_jun_2011/Notes_and_News.pdf, the potential of Mahseer fish being a rich component in establishing Angling-Tourism in the region has been discussed. Continuing with the concept, I sincerely welcome one and all to join in mahseer fish conservation by disallowing people in poisoning the rivers/streams for fish harvest.

There were many cases of poisoning in river last year in various places of Northeast; the vulnerable period was between November to February. The poisoning in water always claims loss of biotic life from a water body. In the aforesaid area in Lower Dibang Valley, the issue of  water poisoning for fish harvest was also found existing which need to be checked for the better growth of aquatic biota in general and mahseer fish stock in particular.

Joru Govt middle school cry for assistance

ITANAGAR, Aug 5: A coordination meeting of the staff, school managing committee (SMC),  parents and public was held at Govt Middle school, Joru under Palin circle in Kurung Kumey district on Aug 3 last.

The meeting was presided over by the ASM cum chairman of the SMC Heri Kaha.

Addressing the house, the school headmaster Tarak Johny  highlighted various problems being faced by the students, staff and school as a whole.

The meeting observed that the institution runs its administration without any aid or grant from the Govt since last two years. Moreover,  as the students are deprived of stipends, ASM, staff, parents and volunteers are jointly  running the  hostels  for last three years.

However, the ASM cum chairman donated ration items with an amount of Rs 10,000 for  running the hostel during the current academic year. The ASM also donated a hefty amount for school administration. Observing the pathetic condition of the teachers and students of the school, the president of the All Heri Youth Welfare Association (AHYWA) assured to extend all possible support in years to come.

After discussion threadbare, the members  of the house appealed to the   Govt to   sanction fund for construction of  teachers quarters, hostels for boys and girls with proper sanitary facilities and besides  posting of  teachers and provision of the yearly grant and aid as permissible. The  meeting also  modified rules and regulation of the management committee for affective function of the school.

 A social service was also conducted next day of the meeting  in the school compound and a farewell ceremony was also organized in honour of the outgoing AT teacher Heri Yabang who was transferred somewhere.

 

APPDSU calls for renovation of road link

ITANAGAR, Aug 5: All Papum Pare District Students’ Union (APPDSU) has appealed to the concern authorities to take immediate step for renovation of the village road and bridge which connects the Chemi village with Capital complex via Ganga village.

The Union in a release today said that Dokhoso bridge on the said village road which was constructed by the PWD in 2008 is on the verge of collapse due to soil erosion followed by heavy down pour yesterday night.  Stating that the rain water washed away the road at the bridge point, the Union said the villagers, particularly the school going children will face innumerable problems if the road is not renovated at the earliest.

Meanwhile, the Union also appealed to the health department to take all precautionary measure to contain any possible outbreak of water born disease in the district during rainy season. It claimed that diseases like diarrhea, malaria, cholera, and jaundice surface during rainy season in interior area of the district and sometimes the students and rural people become the victims of the disease, the union said and appealed  to the health department to issue directives to subordinate health authorities to make available sufficient medicines in health centre to contain outbreak of such diseases.

Bandh call is a extreme weapon in a democratic country

All Arunachalees at last may be happy to know about the awakening of our respected Chief Minister Jarbom Gamlinji  and that he is concerned about the people's concern for on-going corruption in all levels.             

While Centre is playing with the sentiment of people of the country here in Arunachal Pradesh our leaders are also ignoring the people who voted them to power as their representative for development of the state.

Chief Minister who was expected to share the pains and agonies of the people, is keeping mum and paying no heed to peoples' voice against corruption and tainted leaders. From the statement appeared in local dailies on August 5, it seems that our HCM hilariously made meaningless remarks against the people by threatening to take action against organizations resorting to bandh calls. He is strangulating democracy by snatching the people's constitutional right to rise against corruption. When a government does not pay heed to the public grievances people are left with no option but to resort to various democratic movements like a bandh call.  Among the various democratic means band call is one of the extreme weapons for the people in our country.

There is constitutional provision to resort to peaceful band call or strike and here civil society is rather cooperating with the CM by raising the voice against tainted people so that government could react to check the illegalities and remove tainted ministers and officers.  But his remarks in the media purported his dictatorship attitude towards the ordinary citizen who want a peaceful, and corruption free society.

The ARTIAF submitted several memorandums along with full proof and evidences against a minister and others, but the CM has not yet taken any action against the accused minister and others nor he clarified his position on the accusations. People cannot expect any good things from this type of leadership.

The CM should have ordered CBI inquiry into the heinous crime like planting of grenade and pistol in the vehicle of a RTI activist instead of defending the accused and threatening people not to raise their voice against wrongdoers.

Now a days it is seen that the government and ministers are misusing the judiciary in absence of a separate judiciary. We now need a strong Lok Ayukta bringing the Chief Minister and other Ministers and high officials under its ambit.

I appeal to all the youths and intellectuals and democratic organizations to be united and continue fight against corruption. RTI activists are not afraid of open threatening by the Chief Minister. His attitude towards these serious issues shows that he wants to run this government by dictatorship and oppression.

The other side of development

Dear Editor,

I would like to draw the attention of the state Govt particularly the education department regarding loss of 5 beautiful buildings of Govt Hr Secondary School Nampong of Changlang District.

There is massive earth cutting for Trans Arunachal highway road works by Valecha Company from Lalpool to Manmao Changlang Road, NH road from Jairampur to Pangsau Pass bordering Myanmar and NEC road cutting by some other companies from Margherita to Changlang, which are clear indication of rapid road communication development in Changlang district followed by many PMGSY roads.   people from various sections of the society in the district must appreciate the elected legislator of Nampong/Jairampur/Manmao Assembly Constituency and MLA Changlang Headquarter for bringing this kind of development in this area.

On the other hand, the contractor/company which took up the tender works have never assessed the climate/weather condition of the area. They have started work in wrong season just before monsoon starts. They engaged numbers  of Volvo, L  and  T, JCB, Dumper, Tractor, Grader, Roller, Bull Dodger and what not for cutting down big trees/buildings/soil etc. and done a lot, but they forgot to dig drains throughout all the length of new cutting area which causes havoc to nearby roadside villages, Govt establishments, bazaar area.

In the process, the one RCC two years old Library building, 2 numbers of Type - II SPT building double unit teacher's quarters have been dismantled and again 2 numbers of beautiful Type - III RCC double unit building earmarked for Vice Principal etc.  and large size RCC School Auditorium building are at verge of collapse due to cracking inside in this massive loose soil landslide after NH road cutting. Had the Valecha Company start work in last September 2010, today all these earth cutting would have been completed and grasses would have sprouted up in all these cutting areas by preventing these diarrhea-like muddy blockage.

Hence, my appeal to Govt is that after losing of 5 beautiful buildings, the authority of Govt Hr Seconday School Nampong is facing acute shortage of staff quarters to accommodate teaching and non teaching staff as some of them are temporarily shelter in Class room converted quarters, but neither Valecha Company nor Govt is providing any of compensation against the lost due to the reason unknown to us.

The neglected road

Dear Editor,

I would like to share my grievances regarding the dilapidated road condition of Jully. Jully, which is one of the most important villages in terms of its geographical location in capital complex, is neglected by the state Govt. The most of the Govt infrastructure like the central jail, commandant IRBn, many private and govt. Schools, including Don Bosco College are situated in Jully. But the pathetic road condition from Itanagar to Jully poses a threat to the students and general public.

Formation cutting of the road from Papu Nalla via Jully for  construction of highway in the month of April also made the condition of  road more horrible.  After the recent heavy down pour, the road now turns into a small river.

Therefore, I would like to request the state Govt. especially local MLA, students bodies to look into the matter before it's too late.

Mobile technology to reduce poverty

 

Three million poor people in Africa and South Asia  will gain access to low-cost mobile phone numbers as part of technology firm Movirtu’s partnership with the United Nations-backed initiative that enlists the private sector in efforts to fight poverty.

Instead of sharing a phone number with family members or neighbours, those provided with a Movirtu cloud phone number will be able to use any mobile phone to log in with their own unique number to make and receive individual calls and access critical information and services such as banking or agriculture support.

The new effort is part of the Business Call to Action (BCtA), a global initiative supported by the UN Development Programme (UNDP), the corporate responsibility scheme known as the UN Global Compact and several other organizations and governments.

The United Kingdom-based company plans to bring the phone technology to at least 12 markets in Africa and South Asia by early 2013, giving at least 50 million people in both continents access to the technology, with a target of 3 million using it on a regular basis.

A unique personal mobile identity will allow users to access network applications that provide information about employment opportunities, promote access to mobile payment systems or banking services, and help keep users up-to-date on a variety of health and market topics.

The main beneficiaries of Movirtu’s investment will be women in rural communities in South Asia and sub-Saharan Africa.
